CRS Redesign Project
Combined Reporting System is being redesigned
The Taxation and Revenue Department is redesigning its Combined Reporting System (CRS) to create separate returns for withholding, gross receipts and compensating taxes.
The first phase of the project, expected to be complete in July 2021, will create forms that are targeted to the needs of different taxpayers and make it easier for them to manage their accounts. It also will increase internal automation and expedite the processing of refunds.
The Combined Reporting System was originally intended to streamline filing for business taxpayers, but in practice it often has resulted in returns and payments posting incorrectly, and taxpayers and the Department having to amend or manually adjust returns and payments.
The redesigned system will have separate returns for each of the gross receipts and compensating tax programs, as well as separate returns for wage and non-wage withholding.
The Department also will be updating its Taxpayer Access Point (TAP) e-filing portal for a more intuitive, user-friendly interface.
As the redesign progresses, the Department will hold webinars for anyone interested in the project. Training will be offered in a variety of formats once the redesign is complete.

The Taxation and Revenue Department is excited to be redesigning the New Mexico Combined Reporting System and updating the Taxpayer Access Point (TAP) over the coming year.
This project will positively transform tax reporting and administration in New Mexico for decades to come. By reducing the too-frequent need to fix or rework transactions, taxpayers will find it easier to comply and the Department will be better able to administer the tax programs involved—Gross Receipts Tax, Compensating Tax and Withholding.
We understand that change is hard and that some taxpayers will be skeptical. Despite its shortcomings, users have become accustomed to the Combined Reporting System and know what to expect. There will be a learning curve.
Please be assured that we are committed to reducing taxpayers’ compliance burden, automating the accurate processing of returns, and offering taxpayers a greater choice of channels to interact with us. Reaching these goals means creating simple processes, keeping taxpayers and employees informed, and providing educational and training opportunities with ample time to prepare.
